Iexplore not start clicking on desktop icon

After IE9 installation from IE7, when clicking IE icon on desktop or start menu, iexplore.exe is not starting. Even uninstall it and install IE8, I get the same issue.

So I find solution from someone else' trick:

regsvr32.exe "c:\program files\internet explorer\ieproxy.dll"

Doing that in start->run then IE is working fine!
