Symbol 0 & 4 transmit the Reference Symbols in every RB.
Let us consider the transmission for Symbol 0:
Reference Symbols per RB = 2
Total Reference Symbols = 25 * 2 = 50
Out of total 300 subcarriers, 50 are used for Reference Symbols. Since power is equally divided among the sub-carriers, 1/6th of the power is used for reference symbols.
By definition, RS-EPRE is the linear average of all the Reference Symbols.

Hence, RS-EPRE =

= ( 47.8 – 24.8 dBm)

= 0.2 W ( 23 dBm)
