Cell reselection

Cell reselection - the aim is to stay camped on the best available cell

during the IDLE mode.

UE continuously measures the quality (Ec/N0) of CPICHs transmitted by

neighbour cells (neighbour list is provided in SIB 11).

All measured neighbour cells must fulfil S-criteria before parameters for cell

reselection are evaluated.

The UE evaluates S-criteria of the serving cell at least during every DRX

cycle.

The UE decides to perform the cell reselection if the cell reselection criteria

(R-criteria) are met for the target cell.
